Normally XP does not do this. I have some of my own issues with XP
folders, however. My Control Panel keeps opening in detail view rather
than icon view. It would save the setting for one or two startups and
then revert back. I gave up. As to full screen view, however, are you
sure that it is not simply a large window rather than full screen? Size
the window to your taste and make sure the
Tools\Options\View\RemeberEachFoldersViewSettings box is checked.

If this does not work, let us know and we can try another approach.
