Try going in the BIOS and turning off the CPU caches.
Installing is VERY hard on the hardware, and sometimes
slowing things down, or not using marginal cache memory
will allow an install to complete.
Disclaimer. This may not be a permanent fix.
IF it "is" marginal hardware somewhere in the machine, shown
by other random problems after the caches are turned back on,
it might be necessary to under-clock the CPU, or under-voltage
it ever so slightly.
It would be better if it was a dirty or scratched disk, as the others said...

From: "tony bertog": trouble installing windows xp
I am trying to reinstall windows on my desktop and I keep getting a missing file error when windows is copying files. Its not
the same file every time I restart the install. I get a different file missing. And if I skip the file another pops up that is
missing. What could be the cause of this? I am able to get to the bios setup and boot screens so I don’t think its mother board or
processor issues. What do you think??
