You need to determine what program is accessing that file. There are
utilities that can help you do it, but I can't think of a specific one at
the moment. You can use Process Viewer (freeware) to see what is currently
running on your system. Stopping unneeded processes one by one and trying to
delete the temp file is one way to identify the program. However, there may
be a legitimate need to have the temp file - you may want this program to
run. Is there a particular reason that you want to delete the temp file?

Hello:  I am running Windows 98ME.  I have a temp file in C:\windows\temp
folder that I cannot delete.  It is an archived file and the date always
changes to the current date, so something appears to be using it.  I have
unloaded all devices with the System Configuration Utility and still cannot
delete it.  I have booted to Dos and it does not exist.  When I reboot into
windows it appears again. The file is:ZLTo3bda.TMP.   Can anyone please
advise?  Thank you
