I use Ispeed. I do not know if it has speeded my connections. You can
check. Ispeed includes a History. Use Ispeed option to restore Windows
settings and note readings in Ispeed History. Then have Ispeed optimize
settings and check History again.

Ispeed is free, and as far as I can tell does no harm.
