I have had this problem, and I think it has to do with the processes running
in the background. Right click and close as many of the items in your
systray (The icon area near your time, down in the right hand corner). then
try to run defrag again. It should work now. At least mine does.

I am running Win 95, but cannot use Defrag. Scandisk works fine in DOS. I
close down the screen saver and anti-virus programs. Defrag appears when I
click on the icon, tells me my hard disk is 10% fragmented. When I give the
command to defrag, the program starts, but won't go further than 0% to 1%.
It keeps repeating itself.

The 'Defrag Legend' gives me the legend, but won't show any results.
