If you want the Bcc window open on all emails, click on the Create Mail button in Outlook Express.  In the new email click on the View button and click on All Headers in the drop-down menu.

If you only want the Bcc window on certain emails ignore the above and click on the To or the Cc button on the email.  A window will open with your address book listings.  Simply click on the name you want then click on the Bcc button in that window.  That name will appear in the Bcc window of the menu.  Continue adding names as above until finished then click on the Ok button in the menu.  The names will be transferred to a Bcc window that appears in this email.  Subsequent emails will not display the Bcc window.
