I have tried TWEAK and Fix-it Utilities to attempt to remedy my problem.
Neither seem to work; I'm guessing that this means it is not a registry
problem. I hate to think that my alternative is to reinstall Windows...that
seems to be the company's solution to these type of problems. Any other
ideas would be greatly appreciated!

I run IE5 as well, and occasionally have the problem you mentioned.
I don't
know what causes it, but I've always use Tweakui to fix it. ( Since
you also
mentioned that you un-installed IE5, and still have the problem, I
suspect
registry entry problems, but I'm guessing here. ). Either way, using
the
'Repair Regedit' button on the 'repair tab' in Tweakui solves the
problem
for me, and has never caused any 'other' known problems. After
rebooting,
the problem is gone.
As an added note, I've also used the 'Repair System Files', and
'Repair
Associations' in Tweakui, and have never had any known related
problems. HTH
