Hi listers

In recent times my win 98SE machine is returning the following error when I
try to run certain games:
" filename.DLL file is linked to missing export DDraw.DLL:DirectDrawCreateEx."
"filename" is obviously different depending on what the game is (On airfix
flyer it is called AFENGINE.DLL)

Firstly, is direct draw part of windows as I suspect?
Secondly is it part of direct X?
Thirdly is it necessary to reinstall windows to fix the problem or would I
be able to just re-install direct draw (or direct  x) somehow? How?
I have found DDraw.dll on my system and have made sure there is a copy in
both the windows and windows\system directories. the file stats are:
Size: 299,008
Attribute: Archive
Version: 4.06.03.0518
