When I was checking out these things for myself, I had the impression that Cyber Sitter was the
best.  If he knows how to fiddle with these things to get around them, you might want to switch to
Win2000 or some other OS in the NT series.  Their security tools can be used to make a system
almost unfiddlable without significantly blocking normal use.  There are tools to make the Win9x
series similarly unfiddlable, but I was never happy with them.
You don't say what "and worse" means.  If he's doing something that you don't like with chat and
newsgroups, you can use a firewall to block the use of those protocols by blocking the ports.
Though I believe that modern blocking software has gadgets to do this.
