Error - template LAYOUT-DATA-WRAPPER not found

A configuration error was detected in the CGI script; the LAYOUT-DATA-WRAPPER template could not be found.

A configuration error was detected in the CGI script; the STYLE-SHEET template could not be found.

Error - template SUB-TOP-BANNER not found

A configuration error was detected in the CGI script; the SUB-TOP-BANNER template could not be found.

Whenever I try to goto the preferences in netscape, it gives me the
following alert:

"Unable to load the preference DLLs.  Please re-install Netscape
Communicator."

The only way I've found to fix this is to re-install netscape; however, the
problem arises again a few days later.

Does anyone know how to fix this?
