I posted this query a few days back.  Sadly, no-one had an answer for me

Just thought I'd tell you folks that in the finish I went back to Internet
Explorer 5.5 which has no trouble at all in remembering where I want to save
attachments.

(And just in case I inspire anyone to suggest a belated solution, I'm
talking about saving ATTACHMENTS from OE, not the default location for
saving DOWNLOADS via IE, which is quite a different matter and IS
configureable)
