I found the scroll speed on my puter unacceptable also, So I reasoned and
pondered the situation for a while and much to my amazement I found out the
speed of scrolling is related to the speed of the mouse double click speed
rate so I went into control panel/mouse and slowed down the double click
speed and it slowed the scroll speed where the mouse is held on the down or
up arrow on the scroll bar.
