Adobe Photoshop allows you to select a portion of a picture with a circle,
ellipse, oval, etc.  You can then pick inverse selection, which selects
everything other than the original (elliptical in your case) selection, and
delete it.  You can also feather the operation so that your cropped picture
fades at the edges.
