Thannks for the advise ... but I have actually sussed this and quite easily.
I downloaded 2 freeware proggies

Desktop Architect. Lets you use themes in Windows 98 if you don't have the
Plus pack ... can be a pig to configure and I had to download some files
from Microsoft

and

Windows XP themes 2.0. This contains all the icons etc to give 9x that XP
look
