Daryl,
MS Plus! for Windows 95 and MS Plus!98 are retail products.
The MS web site does have a downloadable file called THEMES.EXE, but it is
only an upgrade for the Windows 95 Plus! system. It is not a stand-alone
program or add-on. You must first purchase and install the Plus! for
Windows95 software before you can use the Themes upgrade.
I hope this helps clear up the confusion.
