I am a bit confused. Are you asking whether it is better to have PDF files
or HTM files for documents that may be needed on a web site? To view PDF,
the user would need Acrobat reader, but to create them you need Acrobat (not
free), or some other program that can generate such documents.

A PDF file would be downloaded rather than viewed by the browser. You would
not use PDF files for the entire web site.

Clarify what you are trying to do and a more appropriate answer may be
possible.
