It's likely that when the startup disk was made, the CONFIG.SYS file that
was on your C: drive was copied to the startup disk.  It is being used when
you try to boot from that disk and is trying to load HIMEM.SYS from
somewhere and cannot find it.  Either edit the CONFIG.SYS on the startup
disk to remove the call to HIMEM or copy HIMEM.SYS to the disk if you need
to run it and make sure CONFIG.SYS is looking in the right place for it.  It
should be in the folder C:\WINDOWS\COMMAND.  You may have to change other
commands in this file and in AUTOEXEC.BAT on the startup disk so they are
looking in the right place for their commands and files.
