Sounds like malware got in and blocks your process from running. try malware
bites when you download it change the filename. I have been informed that
some pesky malware will automatically keep any such programs from launching.

Subject: Windows Defender
I cannot get "Windows Defender" to automatically scan my computer. I have
used it for many years without any problems. I removed/deleted it and loaded
it back on my computer to see if this would correct it but it didn't. I have
MS Windows XP SP3 and use anti-virus and other security programs. I have
tried to search on-line for a solution and could not find any help. Since my
computer isn't being scanned automatically daily, "Windows Defender" will
remind me after 3 days to scan. Does anyone have any suggestions? I would
appreciate any feedback. Thanks.
