I have not been following this thread so forgive me if my suggestions have
already been given and tried.

1.  Open MSDOS.SYS in your root directory using notepad. If there is an
entry for "BootSafe=1" change the 1 to 0 (Zero) and save. If there is no
such entry, then just close the file. DO NOT make any other changes. Note:
BootSafe=1 forces safe mode each start up of Windows; 0 (zero) is for normal
operation.

2.  When in safe mode, go to Control Panel/System/ Hardware/Device Manager
and see if there are any problem devices and/or duplicate devices. Uninstall
any such devices and restart Windows. If you uninstalled any devices Windows
will reinstall them. Note: a device problem could cause Windows to open in
safe mode till the problem is rectified.

3.  If you are using Windows XP, change your CMOS to have the CD-ROM be
first in the boot order and boot up the computer using the Windows install
CD. Tell it to install Windows. During the first few minutes of the install,
the installation will notice that XP is already on the computer and ask if
you want to attempt to repair XP rather than install it. Select the repair.
Note: a corrupted file could be causing the safe mode start up and Windows
may be able to repair itself.

Hope this helps if not already tried. I believe Microsoft has information on
their site explaining what can be done in safe mode to correct problems.
Giving up and starting over is easy to say and hard (time consuming) to do.

I have tried all the suggestions and no matter what I do, it still boots
to safe mode.  Is my only recourse to reformat and reinstall everything?
