The easiest way to make Outlook load on startup is to create
a shortcut for it in the C:\Windows\Programs\Startup folder.
There are (as with most things Windows) a number of ways
to do this.  I'll just relate one which may help make it more
"visual" for you.

1. Double-click "My Computer".
2. Double-click "C:" drive (or <drive name> (C:))
3. Double-click the "Windows" folder.
4. Click "Show files" link, if necessary.
5. Double-click the "Programs" folder.
6. Double-click the "Startup" folder.
7. Right-click in the empty area of the open folder.
8. Left-click "New".
9. Left-click "Shortcut".
10. When the dialog box opens, click "Browse".
11. Use the same double-click progression as above to go from
"My Computer" to "C: drive" to "Program Files" to "Microsoft Office"
to "Office".
12. Within the "Office" folder is the "Outlook.exe" file.
13. Left-click on "Outlook.exe", then click "OK".
14. Click "Next".
15. Name the new shortcut with whatever name suits you.
16. Click "Finish".

You should now have a shortcut in the Startup folder, which will
load that program when Windows starts.
