Sorry but I have to disagree with you about that "the only thing PDF needs
is the file and the viewer". It's not always true. If the pdf file is
created by scanning then you can read it on any machine. But if it is a
converted document then you need some certain fonts to read it. For english
it is not a problem but for such languages as chinese, vietnamese and so on
you need the fonts to read pdf files. I had some documents in vietnamese
that could be read only when there are the needed fonts installed on the
computer.
