I've just worked on a customer's WinME machine with the same situation.  The
only available restore date was August 2001 and that wouldn't work anyway.
Unfortunately, I don't think you have any restore ability.
On my customer's HP machine, I reinstalled Windows from the system CD's,
and, once done, made sure that the System Restore facility was working.
From memory, I think the access is from Start\Progs\Accessories\System
Tools.  When I found it, I dragged a shortcut to the desktop, so the
customer can access it more easily.
