You'll have to install the Win95 version of restore to retrieve the files.
This is a problem with using Win9x backup/restore. Once the files have been
backed up it requires that specific Win9x version of restore to retrieve the
files. Other versions of Windows restore as you've found are clueless about
the format of those files.
