Are you using some sort of Windows protection software like
WinGuard or Fortres? In the case of either of these examples,
registry writes are denied by default once software has been
installed in the prescribed manner. At least in the case of
Fortres, certain configuration avenues exist to provide
"privileged" access for certain software that needs to have
registry writing privileges. If one of these (or other) products
is in use on your machine, you might want to locate the manual
for it to see if it needs to be "tweaked."
