I'd call Verizon... There are internal settings on the configuration
screens for the DSL modem (assuming it is something like the
Westell 2200 they are starting to use now) that would be able
to cause symptoms like that.
Since they have their modems custom made as OEM models,
they do not normally want customers accessing and changing
those settings, which is why I am sending you to them...
