I hope I am not stating the obvious, but have you checked the connection tab
in the IE5 properties pages? There are two (or three, depending on how you
look at them) places where a proxy server (itgproxy?) may be entered. In
the "Dial-up settings" area is a button labeled "Settings". Clicking it
leads to a page where a Proxy server check box may be 'checked'. Below
this, in the same area where User name, Password, and Domain appear, is a
button labeled "Properties". Clicking this leads to the Dial-up
configuration pages, one of which (the Server Type page) has a TCP/IP
settings button. Clicking this leads to a page where it is possible to
specify the address of the server you dial into. Many ISPs no longer
require these numbers to be entered, but some still do. If itgproxy (which
sounds like it may be your former(?) server at your Internet Service
Provider) no longer requires its numeric address to be entered at this or
any other area within your dial-up (or LAN) networking "structure", it could
cause this error. The opposite may also be true. Your provider may require
that you enter the proxy server address in this area. (I'm not *trying* to
be vague here. Different providers handle dial-up networking in different
ways. [I am also not a networking expert.]) When I first set up my
internet account, my provider provided a primary and secondary server
address that it was necessary to enter in the TCP/IP properties. They have
since changed to an automatic server assigned IP address(es) for dial-ups.

If, when you look at these areas (including those for LAN settings, where
proxy servers can also be entered), the "Use a proxy server" box is checked,
uncheck it and see if that solves your problem.

Sorry for the length of this post, but I hope this gives you some place to
begin searching for a possible cause of your problem.
