You can probably install the 98SE over 98 without removing anything. If you
have the upgrade version of 98SE then that is the only way to go, but if it
is the full version you can either install it over 98, or do a clean
install. When I upgraded to 98SE I installed it over my 98, even though I
had the full version of 98SE. You may still need to reinstall some of the
drivers, such as the video card drivers, as windows puts in its own video
drivers everytime you install it.
