It has been a long time since I used the Span disk option with
zip...   but, it runs in my mind that you are required to put the last
disk in the floppy drive first.   When zip created the zip file it
wrote the table of contents for the zip file as it finished, on the
last disk.   So, you are required to put in the last disk so Zip
can read the table of contents, then it should tell you to put
the first disk in the drive, followed by the other disks as required.
