I'm not sure what's going on, but when I try to access Windows Setup, I receive this error message 
Setup library ocgen.dll could not be loaded or OcEntry could not be found. Contact your system administrator. The specifc code is 0x7e.  

I go to Start/Control Panel/Add/Remove Programs/ Windows Setup, and that's when the error message displays.

Operation System is Windows XP Home Edition.

I decided to just go to System Restore, but that's missing in action as well.  I have stopped and restarted the service and nothing works.
