In my copy of Office 97 I created a shortcut:

"C:\Program Files\Microsoft Office\Office\MSOFFICE.EXE"

in the StartUp Group to launch the Office Shortcut Bar on Startup.  You'll
have to find where the MSOFFICE.EXE is located on your installation if you
are using Office 97.
