In My Computer, Click on the View menu, then on Options,
then on File Types. The associations are maintained there.
These associations are then stored in the registry. Scroll
down the list until you find jpg and Edit it or if it is a
new type you can add it.
If you double click on a new filetype, the dialog box that
asks about the program to open it has a list of "known"
programs and a Browse button to let you add another one. On
the dialog box there is also a check box for "Always use
this program", if that is check it will create the
association at that time.
