Because Win98 is newer than Win95 it has newer abilities. That's how it can
be. The same is true for all the following Windows versions (you can
install over the old system without reinstalling the apps if you elect to
do so).
But knowing that 4 years of computer & software evolution is approximately
equal to 50 years of development in almost any other discipline, why would
you want to install an antiquated operation system? Surely you can afford
a better system (unless your hardware is so old that it can not support a
newer system). Try going on EBAY and you will find lower prices on WinME
(Very Good) and Windows 2000 (better).
