I'm not sure if this applies to all mobile services or not but here's how
mine works. My ISP is Verizon in the US. To send a text message to it from
any PC, I just send an email to <phone number, no dashes>@vtext.com, for
example [log in to unmask]  I assume each mobile phone service has their
own addressing scheme.
