For OE 4 (assume same and or similar in 5), under TOOLS, OPTIONS, GENERAL
tab, enable, MAKE OUTLOOK EXPRESS MY DEFAULT E-MAIL PROGRAM.

May take a re-boot to take effect but that should do it.
