  Yes, a service is what you want.

  Others have already mentioned SRVANY, which is the canonical way to
run as a service a task that wasn't designed for it.

  I've also had pretty good luck with AUTOEXNT, one of the tools on
the NT Server Resource Kit.  Depending on what you have handy, it may
also be a tool worth experimenting with.
