I recently downloaded InCtrl5 from PC Magazine.  Here's its overview:

utilities, and naturally has a number of new features. InCtrl5 was designed
for and tested under Windows 95, Windows 98, Windows ME, Windows NT4, and
Windows 2000."

I haven't used to yet, but it appears to do exactly what you request.
Interface is simple and well presented.
