It lists only English. I tried to uninstall IE8 but kept getting errors.
Finally scrubbed the HDD and reloaded.

I set up a computer for a client with basic programs, IE8, Office 2003,
etc. Someone changed settings so web sites come up in Spanish. I checked
the language settings under Tools/Internet Options and it shows only
English. Where else can I change settings so all sites are in English?
Desktop, menu bars are in English.
My last option is to scrub the drive and reinstall everything.
