What sort of file? What OS?
My guess is that it's either a protected system file, or a file in use by
Windows or some other running program, in which case deletion is not
permitted by Windows.
Or perhaps it's Read-only. Go into the file properties and untick "read-only".
Otherwise, if you're sure you want to delete a protected file, you will
have to boot to dos and delete it.
If in doubt, leave it alone.
