I just downloaded the version on Microsoft's website (thanks to Rick
Glazier for mentioning that, as of today, it is available again).

This version of Regclean is marked as version 4.1a, build 7364.1,
size 837,632 bytes. Same as the one that I downloaded in February
and which is still available from Zdnet (see above).
Either Microsoft made no changes to it, or they did not change the
version number, build, or size.
The version now available for download is not a self extracting archive
and comes with no readme. As soon as you double click on the downloaded
file, it starts cleaning the registry.
