Other than Paint Shop, there are free bit (and small) software available, eg
InfanView is a free graphics viewer software that come with very basic image
editing/filter functions, one image effect "Oil Paint" might just do what
you want.
You should look for powerful software such like PhotoShop, if you want more
powerful editing features.
