Bad sectors may develop for a variaty of reasons,  one of these is that
dust, dirt or smoke gets into the drive and makes a spot on the drive
ususable, another is if the magnetic coating was a little to thin to hold a
charge.

Every HD has the potential to have bad sectors during the manufacturing
process, during shipping or during general usage.  When you do a
full-format any existing bad sectors are identified and the OS will not use
them.  Periodically, run SCANDISK to identify any problems that may come up
though usage.  (Monthly is more than enough for most systems.) At the same
time run DEFRAG.
