Another common problem that causes the inability to change the number of
colors in use in Windows is not having your monitor defined properly.
If Windows does not know what kind of monitor you have and what its
capabilities are, it will default to using a very low number of colors
and will not let you change this. To try changing this, right-click on
an empty spot on your desktop and choose properties from the menu that
opens. Next click on the "Settings" tab. Down in the lower right
corner of the next dialog, click on the "Advanced" button. This takes
you to a dialog that has a "Monitor" tab. Here you can tell Windows the
model of your monitor.
