I'd leave that Java folder alone. I don't presently have IE installed
to verify it but I believe that's the part of IE that allows it to
display java pages. You'll find another Java folder similar to that
in program files|netscape|communicator|program.
The browsers unzip the archives in there as needed and zip them
back up when they're finished with them. If you delete them you will
no longer be able to view java applets, and there's no telling what
IE will do when it finds them missing.

A few years ago, when I was young and ignorant, I discovered those
java zips in my netscape folder and thought I'd unzip them to see what's
in there... ended up reinstalling netscape to get it working again.  :-)
