Do a google search for "windows 98 shutdown fix" without the quotes. There is a small download available on any number of hits you'll get that will fix this.  After you download the file doubleclick and it will install.  When I had Win 98 and 98 SE I had to reinstall this little file once every 6 months or so.  Keep the file just in case.
