I didn't find the details in a quick search, but I know that there is still
a limit on the number of total characters that can be used for naming all
the files (maybe in the root directory?).  Maybe this will jog someone's
memory to get the details of this limit.  I remember reading that the space
allocated for something (maybe FAT entries in root?) limited this total
number of characters in Win 95 like the limit imposed in DOS for the number
of files allowed in the root directory.

Someone else remember more info????
