What I was looking for was information and solutions beyond simply

Opening Close Program (in Win98), and possibly disabling items that are
there
Running msconfig, Startup, and enabling or disabling items that are
listed
Running Programs, Startup, and removing programs not essential at startup

There are two problems,

One, there are nuances to above. Some of the listings in Close Program
are esoteric. Some of the listings in msconfig, Startup are ambiguous or
their use is unclear. For example, it is correct that two listings be
enabled for some items, not just one.

Two, there are other processes that run in background that do not show up
in any of three places mentioned.

The resource,  http://www.pcforrest.co.uk/resources.htm, kindly noted to
this list by a subscriber to PCSOFT, provides some of the information I
was looking for. Perhaps those on this list can add information that
focuses on the two problems above.
