For what they are worth, I'll offer a few suggestions that you may not
have tried to date. Download the Flash uninstall program from Adobe and
run it before trying another fresh install. Check the "association" that
Windows has for SWF files to assure that the Adobe Flash program is
indicated. Check the options of the download management program you are
using to see if there is a security setting that might be restricting
downloading of SWF files.
