It's exactly what it says.. A Temporary directory to store files that are in
use by other programs. Most (MS) programs are sloppy and don't clean up
after themselves. Unless YOU stored something in there you want to keep,
it's save to delete everything in there. You will (should) also experience
a nice boost in performance after you do. Some files may still be in use
and will not want to be deleted, this is normal, just go around them.
