I ran into this problem once and solved it by deleting from a DOS prompt.
You may find that renaming the file, then deleting it will work.

I have an .avi file on my xp home computer and it will not delete. It
keeps saying it is being used by another program or person and to close
any programs that may be using it and try again. There are no programs
open that I could see that it would be using.
