It doesn't seem to be possible with Hotmail, but it's possible with some other free webmail
services, including Yahoo mail.

That will depend on which webmail you use.  Generally, to make your webmail behave exactly
like ordinary POP3, you simply set the POP3 address in your desktop email program to your
webmail address, and your POP3 username and password to the webmail username and
password.
